{"id":153895,"date":"2022-03-24T12:24:07","date_gmt":"2022-03-24T11:24:07","guid":{"rendered":"https:\/\/staging.sp-ps.ch\/vorstoesse\/schwarze-liste-abschaffen\/"},"modified":"2022-03-24T12:24:07","modified_gmt":"2022-03-24T11:24:07","slug":"schwarze-liste-abschaffen","status":"publish","type":"vorstoesse","link":"https:\/\/staging.sp-ps.ch\/it\/vorstoesse\/schwarze-liste-abschaffen\/","title":{"rendered":"Schwarze Liste abschaffen"},"content":{"rendered":"<p><span id=\"page4R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Seit dem Jahr 2015 f<\/span><span dir=\"ltr\" role=\"presentation\">\u00fc<\/span><span dir=\"ltr\" role=\"presentation\">hrt<\/span> <span dir=\"ltr\" role=\"presentation\">der Kanton St.Gallen eine <\/span><span dir=\"ltr\" role=\"presentation\">\u2039<\/span><span dir=\"ltr\" role=\"presentation\">schwarze Liste<\/span><span dir=\"ltr\" role=\"presentation\">\u203a <\/span><span dir=\"ltr\" role=\"presentation\">mit s\u00e4umigen Zahlerinnen <\/span><span dir=\"ltr\" role=\"presentation\">und Zahlern von Krankenkassenpr\u00e4mien. Wer die Pr\u00e4mien nicht bezahlt und deswegen betrieben <\/span><span dir=\"ltr\" role=\"presentation\">wurde, wird auf die Liste gesetzt und erh\u00e4lt nur noch die dringendste Notfallbehandlung.<\/span><\/span><\/p>\n<p><span id=\"page4R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Die L<\/span><span dir=\"ltr\" role=\"presentation\">iste wurde mit dem Ziel eingef\u00fc<\/span><span dir=\"ltr\" role=\"presentation\">hrt, die Zahlungsmoral der Versicherten zu verbessern und <\/span><span dir=\"ltr\" role=\"presentation\">die Anzahl der Verlustscheine bei den Krankenkassen zu senken, weil sich der Kanton an diesen <\/span><span dir=\"ltr\" role=\"presentation\">beteiligen muss.<\/span> <span dir=\"ltr\" role=\"presentation\">Die Bilanz f\u00e4llt jedoch ern\u00fcchternd aus. Ei<\/span><span dir=\"ltr\" role=\"presentation\">ne Umfrage d<\/span><span dir=\"ltr\" role=\"presentation\">er Schweizerischen K<\/span><span dir=\"ltr\" role=\"presentation\">on<\/span><span dir=\"ltr\" role=\"presentation\">ferenz der kantonale<\/span><span dir=\"ltr\" role=\"presentation\">n Gesundheitsdirektorinnen und <\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">direktoren (GDK) zeigt keinen signifikanten <\/span><span dir=\"ltr\" role=\"presentation\">Zusammenhang zwischen der Liste f\u00fcr s\u00e4umige Pr\u00e4mienzahlende und der H\u00f6he der Pr\u00e4mien<\/span><span dir=\"ltr\" role=\"presentation\">ausst\u00e4nde. Diese Erkenntnis l\u00e4s<\/span><span dir=\"ltr\" role=\"presentation\">st sich auch auf den Ka<\/span><span dir=\"ltr\" role=\"presentation\">nton St.<\/span><span dir=\"ltr\" role=\"presentation\">Gallen \u00fcbertragen. Hinzu kommt, <\/span><span dir=\"ltr\" role=\"presentation\">dass sich nicht alle Versicherer an die gesetzlich vorgeschriebenen Abl\u00e4ufe f\u00fcr die Aufnahme auf <\/span><span dir=\"ltr\" role=\"presentation\">die Liste f\u00fcr s\u00e4umige Pr\u00e4mienzahlende halten und deshalb die Zahl der Personen, die ihre Pr\u00e4<\/span><span dir=\"ltr\" role=\"presentation\">mien nicht bezahlten, deutl<\/span><span dir=\"ltr\" role=\"presentation\">ich h\u00f6her sein d\u00fcrfte als die Zahl der Personen, die auf der Liste auf<\/span><span dir=\"ltr\" role=\"presentation\">gef\u00fchrt sind.<\/span><\/span><\/p>\n<p><span id=\"page4R_mcid8\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Die schwarze Liste trifft vor a<\/span><span dir=\"ltr\" role=\"presentation\">llem sozial und wirtschaftlich S<\/span><span dir=\"ltr\" role=\"presentation\">chw\u00e4chere. Stehen diese auf der <\/span><span dir=\"ltr\" role=\"presentation\">Liste, besteht die Gefahr, dass sie die medizinisch notwendigen Behandlunge<\/span><span dir=\"ltr\" role=\"presentation\">n nicht zeitgerecht <\/span><span dir=\"ltr\" role=\"presentation\">erhalten. Dieser Ausschluss eines Teils der Bev\u00f6lkerung von der medizinischen Versorgung ist <\/span><span dir=\"ltr\" role=\"presentation\">inakzeptabel.
